Secretary Rubio Meets “FrankenAI”: A Warning that Artificial Intelligence Requires Oversight
Affirms U.S. Senate’s Rejection of Effort to Block States’ Regulatory Actions
Washington, D.C – Secretary of State Marco Rubio is the latest high-profile victim of an illegal impersonation enabled by artificial intelligence. Several nations’ foreign ministers, a state governor and a U.S. senator received fraudulent AI-generated text and even voice messages apparently from him.
It is hard to overstate the damage such seemingly official communications involving senior government leaders with national security responsibilities could cause. And that is before further, pell-mell evolution of artificial intelligence fed by a technology race with Communist China create what amounts to large-scale and possibly devastating “FrankenAI.”
The Trump administration wants no regulatory interference impeding America’s competitiveness in that race. In its absence, the states are compelled to step into the resulting oversight and regulatory vacuum. Fortunately, the U.S. Senate affirmed that reality on July 3rd with a 99-1 vote against an amendment that would have barred states from regulating artificial intelligence for ten years.
The Sovereignty Coalition (SovCo) is thrilled that powerful, bipartisan opposition has delivered this critical victory for states’ rights and individual freedoms and a defeat to AI technology companies determined to develop and deploy, ASAP, potentially dangerous technology without, effectively, any regulatory oversight or accountability.
The Coalition’s AlignAct campaign generated over 41,000 advocacy actions on this issue, including over 900 phone calls to Congress. Thanks to the cumulative effects of all these efforts, the AI ban that was incorporated in the House-passed version of the “Big Beautiful Bill” was utterly crushed in the Senate.

AI must be regulated and controlled, to ensure that it does not give rise to a biotech surveillance police state or “digital gulag,” similar to the China Social Credit System. I understand the goal of competing effectively against China in the AI arms race. But at the same time, let us not become China in the pursuit of its defeat.”
The Sovereignty Coalition would like to express gratitude to all those whose help was essential in securing this important shot across the bow of the artificial intelligence sector and those in government susceptible to its lobbying for a devil-take-the-hindmost approach. The Coalition joined 40 state attorneys general, nearly 300 state legislators and, with the help of SovCo member and State Shield President Joe Gebbia, 17 governors in opposition to the amendment.

The stage is thus set for a serious national debate and action on the necessity for oversight and, where appropriate, regulation to monitor and minimize the danger posed by FrankenAI. Secretary Rubio’s brush with a relatively minor example of the monstrosities now in the offing underscores both the imperative and urgency of such a debate. The Sovereignty Coalition looks forward to helping catalyze and contribute to it – and the national course-correction it must impel.
